Cost analysis and independent government cost estimates (IGCE) for Major Defense Acquisition Programs (MDAPs) — Category I programs exceeding $525M in RDT&E or $3.065B in procurement. Includes rotary-wing and unmanned systems programs.
FEDERAL PROCUREMENT
VA Strategic Acquisitions
Led strategic acquisition planning for enterprise-wide VA procurement initiatives including surgical robotics systems and medical equipment deployed across all VA hospitals nationwide.
INTERNATIONAL S&T
20+ International Agreements
Negotiated and managed 5 formal international S&T agreements (IEAs, MIEAs, RDTAs) with partner nations including Brazil, Chile, and Canada. Oversaw 80+ active international research collaborations across North and South America.
RESEARCH PROGRAMS
DARPA & Competitive Research
Managed competitive DoD research programs including DARPA Young Faculty Award (YFA), DARPA LUCI (Lifting the Impenetrable Ceiling), and NDSEG Fellowship program. Implemented research risk assessment frameworks across the portfolio.
